The largest problem people have when trying to get bluebirds to nest is that sparrows take over the dwellings. To prevent this, use a slot style bluebird house and also if you see sparrows entering the house, keep taking the nests out. There are bluebird enthusiasts who will also pull a nest with eggs out of it, knowing they are sparrows, but I generally don't go that far, I try to catch them before there are eggs, and keep pulling the nests out.
